課程概述 |
廣義的心智科學,包括精神醫學、心理學、神經科學及人類學等等,這些科學探討人類行為的「正常性」或「常態性」,在其發展之始就與人類行為的規範性(normativity)產生了關連,其論述與操作,對於人的行為具有規訓(discipline)的效果,因此這些論述與操作之正當性成為倫理學檢視的對象;然而,倫理與政策之論述與操作亦涉及對於人心的認識與假設,因此,心智科學亦可檢視倫理與政策所描畫之人的圖像。因此,心智科學與倫理政策彼此之間,具有緊密地互相嵌鑲交融之關係。
世界衛生組織於2009年提出: ”There is no health without mental health”,精神醫學對於精神疾病之治療與精神健康之促進非常重要,探討精神醫學倫理與政策,權衡尊重自主與社會安全,有其必要性。而在二十世紀末,神經科學之研究方興未艾,從decade of the brain到decade of the mind,以神經科學之觀點重新檢視心智現象,也產生了不少對於心智的新論述與操作之可能性,神經科學倫理,亦成為許多神經科學跨科際的重要學門之一。因此,本門課將以介紹精神醫學倫理及神經科學倫理為主軸,除了必要時邀請專家介紹精神科學、神經科學與技術之發展外,在探討倫理議題時,兼論政策導向性之思維,觸及描述性、規範性以及後設倫理學之範疇,兼具理論與實用之效果。

修課學生研習本課程後,應具備對於心智科學與倫理政策具有基本之知識,能夠對於底下相關主題進行提問及分析:

3. Ethical aspects in clinical psychiatry
4. Neuroscience, morality and responsibility
5. Ethical implications of neuroscience/technology
